State accepting public comments on Hurricanes Katrina, Rita Action Plan Amendment 72, 1st allocation

The Louisiana Office of Community Development is accepting public comments on an action plan amendment that will reallocate Community Development Block Grant funding received from the U.S. Department of Housing and Urban Development’s first allocation for recovery from Hurricanes Katrina and Rita.

 

KR1 Action Plan Amendment 72 reallocates funds in the following programs:

  • Soft Seconds – Soft Seconds budget is reduced by $715,420.06 to reconcile project budgets. This program was created in APA 24 and amended in APAs 50, 54, 55, 66, 67, 68 and 69.
  • First Time Homebuyer Pilot – The First Time Homebuyer Pilot budget is reduced by $59,381.27 because funds have been de-obligated from activities completed and closed out. This program was created in APA 24 and amended in APAs 54, 55, 66, 67 and 68.
  • Homelessness Supports and Housing – The Homelessness Supports and Housing budget is reduced by $1,124.92 because funds have been de-obligated from activities completed and closed out. This program was created in APA 1 and amended in APA 63.
  • Non-Profit Rebuilding – The Non-Profit Rebuilding budget is reduced by $1,439,854.16 because funds have been de-obligated from activities completed and closed out. This program was created in APA 33.
  • Housing Development Loan Fund – The Housing Development Loan Fund budget is reduced by $833,333.33 because funds have been de-obligated from activities completed and closed out. This program was created in APA 1 and amended in APAs 56, 63, 64 and 66.
  • Plaquemines Parish Rehabilitation – The Plaquemines budget is reduced by $12,259.00 because funds have been de-obligated from activities completed and closed out. This program was created in APA 32 and amended in APA 68.
  • Long Term Community Recovery – The Long Term Community Recovery budget is reduced by $755,675.07 because funds have been de-obligated from activities completed and closed out. This program was created in APA 12 and amended in APAs 19, 30 and 31.
  • Local Government Infrastructure Program – The Local Government Infrastructure budget is increased by $4,434,372.55 to continue to meet ongoing critical recovery needs of public entities. This program was created in the Initial Action Plan and amended in APAs 2, 15, 19, 25, 38, 41, 48, 49, 53, 54, 67, 70 and 71.
  • Fisheries Assistance – The Fisheries Assistance budget is reduced by $315,576.63 because funds have been de-obligated from activities completed and in closeout. This program was created in APA 17 and amended in APAs 26, 54, 62, 67 and 71.
  • State Technical Assistance – The State Technical Assistance budget is reduced by $301,748.11 because funds have been de-obligated from activities completed and closed out. This program was created in the Initial Action Plan and amended in APAs 1, 16, 22, 23 and 29.

KR1 APA 72 is considered substantial, as it involves the re-allocation of more than $5 million or a re-allocation of 15% or greater of a program budget. This amendment also results in a change in program benefits.

The formal public comment period for KR1 APA 72 begins April 26 and ends at 5 p.m. May 9, after which the state will submit the amendment to HUD for approval.
