Concord, N.C., City Manager Lloyd Payne recently named LeDerick Blackburn as the new assistant city manager to fill a role vacated through Payne’s appointment to city manager.

Blackburn is a native of Franklinton. He and his family relocated to Concord from New Orleans in 2006. He is a 1986 honor graduate of Franklinton High School, and a graduate of LSU and the University of New Orleans.

Blackburn is the son of the late Monroe and Lillian C. Blackburn of Franklinton.

He had previously served as the community development manager for Concord’s Planning and Neighborhood Development Department, and brings more than 25 years of local government service to the role. He was honored in March with the city’s highest honor for its employees — the Jo Atwater Continuous Core Values Award.
