Washington Parish sheriff’s deputies responding to a domestic violence complaint at a Lee Road address recently found themselves in the midst of a squabble that resulted in the arrests of four persons after all details were sorted out, including a revelation that marijuana was being grown inside the primary residence of the boyfriend of the complainant.

Chief Deputy Mike Haley said that deputies determined that the complaining person, Kelsey Magee, 24, whose primary residence is on Thigpen Road in Franklinton, had three outstanding warrants. She was arrested Tuesday and booked into the Washington Parish Jail on two counts of failure to appear and one count of simple battery. At this time, no bond has been set.

Magee’s boyfriend, William Cody Phelps, 28, whose primary residence is also on Thigpen Road, was arrested for growing marijuana when a large marijuana plant was discovered growing in Phelps’ bathroom. Phelps was arrested and booked into the Washington Parish Jail for cultivation of marijuana. No bond has been set at this time.

Lee A. Steele, 44, a resident of John D. Wood Road in Franklinton, was located and arrested. He is in the Washington Parish Jail and charged with simple battery, failure to appear and being a fugitive from another jurisdiction. No bond has been set for him at this time.

Tyler Brock Phelps, 22, a resident of the Thigpen Road address, was arrested for two counts of failure to appear. He is in the Washington Parish Jail and no bond has been set for him at this time.

Haley said that the Phelps brothers are well known to the WPSO. William Cody Phelps has numerous arrests. His most recent arrest came at the hands of the Washington Parish Sheriff’s Office Drug Task Force in December 2013 when he was charged with distribution of Schedule II drugs and possession of Schedule I drugs.

Haley said that the most recent arrest for Tyler Brock Phelps was in July, when he was arrested by the Drug Task Force for possession of marijuana, possession of Schedule II drugs, possession of drug paraphernalia, possession with intent to distribute Schedule II drugs, and a violation of the Uniform Controlled Dangerous Substances Act.

Seal said that he was proud of his deputies for continuing the battle against illegal drugs in Washington Parish.

“I remember being on the drug roundup in December 2013 when William Cody Phelps was arrested on Avenue E in Bogalusa,” Seal said. “All of these latest shenanigans are just another example of the results of the illegal drug trade, which spills over to burglaries, thefts and other crimes against law-abiding citizens.

“I congratulate our deputies for sorting through this entire mess and making the four arrests.”
