Bogalusa man arrested after passing out in car, blocking road

A Bogalusa man was arrested Friday, after reportedly passing out in his vehicle and blocking part of a road.

Chief Deputy Mike Haley of the Washington Parish Sheriff’s Office said that the WPSO received a report Friday of a vehicle that was blocking Breland Road. The caller reported that it appeared a man was passed out in the vehicle.

Haley said that deputies found Joseph D. Stogner, 49, a resident of Derbigney Street in Bogalusa, passed out in the driver’s seat of the vehicle. Stogner reportedly had illegal narcotics in his possession, as well as a fake urine kit, which is typically used by drug abusers to falsely pass a drug urine test.

Deputies woke Stogner, placed him under arrest, and transported him to the Washington Parish Jail where he is being held on three counts of possession of Schedule II drugs and one count of possession of drug paraphernalia. No bond has been set at this time, Haley said.

In addition, Stogner is currently on federal probation for narcotics violations.

Sheriff Randy Seal said he appreciated the public’s cooperation that led to Stogner’s arrest.

“As bad as it sounds, it was good that Stogner passed out while his vehicle was stationary,” Seal said. “If he had been traveling, it is possible that he could have wrecked, possibly with another vehicle. I applaud Lt. Michele Brumfield’s shift for getting this man off of our roadways and into jail.

“As always, our patrol deputies do an outstanding job protecting the residents of Washington Parish. I appreciate the fine citizen who called and reported the incident. That was the right thing to do.
